    Efficiency of European Airports: Parametric Versus Non-parametric Approach

    This paper presents a performance evaluation of European airports, based on the application of both parametric and non-parametric approaches. We have evaluated the 115 busiest airports in Europe according to the number of passengers checked-in in 2018. The four inputs we used were the number of Terminals, Runways, Boarding gates, and Aircraft stands. Three variables were used to describe the outputs, namely, Passengers, Movements, and Cargo. The parametric method we chose to apply was the Stochastic Frontier Analysis (SFA) with the Cobb-Douglas production function, the Half-Normal distribution of inefficiency component, and the Normal distribution of an error term. As a basic SFA model only allows for a single output, we employed different methods to get a single efficiency score for each and every airport. Next, we evaluated the airport performance non-parametrically using several Data Envelope Analysis (DEA) models including the super-efficiency model. We compared the results obtained by individual approaches and discussed their pros and cons. Finally, we applied the program evaluation procedure to explore the effect of the different forms of airports ownership on their performance

    Ranking of European Universities by DEA-Based Sustainability Indicator

    The paper introduces a novel approach to university rankings that considers a university's contribution to sustainable development. It addresses the usual controversies surrounding the construction of rankings using composite indicators. The conventional approach typically involves normalizing sub-indicators and applying subjective weights for aggregation, which raises concerns about the reliability of the rankings. In response to this issue, we propose an alternative method based on Data Envelopment Analysis (DEA) that utilizes flexible weights. Our approach is applied to the data from the UI-GreenMetric World University Ranking. We initially employ a general Benefit of the Doubt DEA model and subsequently enhance its discrimination power by computing super-efficiency. In the third model, we impose weight restrictions on sub-indicators. The results of our analysis offer valuable insights for all stakeholders, as illustrated by the implications derived for Czech universities included in the sample. Furthermore, we compare the results of universities in various European countries, establishing a connection between rankings and the fulfillment of Sustainable Development Goals (SDG) within individual countries. This research contributes to a more comprehensive understanding of the relationship between university performance, sustainability, and the associated implications for policy and benchmarking

    Determinants of urban public transport efficiency: case study of the Czech Republic

    Purpose The aim of this paper is to identify the factors influencing efficiency of urban public transport (UPT) systems and to benchmark Czech UPT systems according to their efficiency. Methods The analysis was carried out on a sample of 19 UPT systems in the Czech Republic during 2010–2015. Efficiency was evaluated through a two-stage analysis. Data envelopment analysis (DEA) was used in the first stage. It was based on three inputs (employees, rolling stock and energy) and one output (passengers). DEA efficiency scores were computed for all 19 systems for each year and under two different assumptions regarding returns to scale. In the second stage of the analysis, DEA scores were used in Tobit regression with a set of operational, socio-economic, and demographic explanatory variables in order to find determinants of efficiency. Results Several variables were identified as factors increasing efficiency - proportion of drivers, average vehicle age, the presence of tramlines in the city, total vehicle kilometres, and population density. Some variables were identified as decreasing efficiency – ticket price, proportion of subsidies in revenues, and presence of a two-city system. Czech cities with most efficient transport systems were Prague, Brno, Mariánské Lázně, Olomouc, and Pilsen. The least efficient cities were Chomutov–Jirkov, Ostrava, and Děčín. Conclusions The principal lesson from this study is that bigger cities with greater population densities are more efficient than smaller cities, and the key efficiency factors that local authorities have under their control are the ticket price, rate of subsidies, and structure of the city transport system. The paper contributes to current debate about the efficiency of the urban transport systems and their determinants. There was not much difference between the constant and variable returns to scale results. The results from the second stage could help policy makers make the public transport systems more efficient. Future research could be devoted to gaining data on additional operators which would also enable using additional inputs and outputs for DEA analysis. Document type: Articl

    Inquiry in University Mathematics Teaching and Learning. The Platinum Project

    The book presents developmental outcomes from an EU Erasmus+ project involving eight partner universities in seven countries in Europe. Its focus is the development of mathematics teaching and learning at university level to enhance the learning of mathematics by university students. Its theoretical focus is inquiry-based teaching and learning. It bases all activity on a three-layer model of inquiry: (1) Inquiry in mathematics and in the learning of mathematics in lecture, tutorial, seminar or workshop, involving students and teachers; (2) Inquiry in mathematics teaching involving teachers exploring and developing their own practices in teaching mathematics; (3) Inquiry as a research process, analysing data from layers (1) and (2) to advance knowledge inthe field. As required by the Erasmus+ programme, it defines Intellectual Outputs (IOs) that will develop in the project. PLATINUM has six IOs: The Inquiry-based developmental model; Inquiry communities in mathematics learning and teaching; Design of mathematics tasks and teaching units; Inquiry-based professional development activity; Modelling as an inquiry process; Evalutation of inquiry activity with students. The project has developed Inquiry Communities, in each of the partner groups, in which mathematicians and educators work together in supportive collegial ways to promote inquiry processes in mathematics learning and teaching. Through involving students in inquiry activities, PLATINUM aims to encourage students‘ own in-depth engagement with mathematics, so that they develop conceptual understandings which go beyond memorisation and the use of procedures. Indeed the eight partners together have formed an inquiry community, working together to achieve PLATINUM goals within the specific environments of their own institutions and cultures. Together we learn from what we are able to achieve with respect to both common goals and diverse environments, bringing a richness of experience and learning to this important area of education. Inquiry communities enable participants to address the tensions and issues that emerge in developmental processes and to recognise the critical nature of the developmental process. Through engaging in inquiry-based development, partners are enabled and motivated to design activities for their peers, and for newcomers to university teaching of mathematics, to encourage their participation in new forms of teaching, design of teaching, and activities for students. Such professional development design is an important outcome of PLATINUM. One important area of inquiry-based activity is that of „modelling“ in mathematics. Partners have worked together across the project to investigate the nature of modelling activities and their use with students. Overall, the project evaluates its activity in these various parts to gain insights to the sucess of inquiry based teaching, learning and development as well as the issues and tensions that are faced in putting into practice its aims and goals

    Comparison of urban public transport systems in the Czech Republic and Slovakia: Factors underpinning efficiency

    Increasing traffic congestion and growing interest in environmental issues make public transport the preferred mode in cities. National and local authorities should set operating conditions that enable efficient use of public financial resources. This paper aims at identifying conditions important for efficient urban public transport. We compared urban public transport systems in two countries with similar starting situations due to their unified transport policy until 1993. First, we conducted a two-stage efficiency analysis based on separate calculations of production frontiers using data envelopment analysis and subsequent tobit regression to identify the impact of contextual variables. For more robust results, we also used stochastic frontier analysis and a bias-corrected bootstrap method to calculate efficiency and its factors in a single step. Higher fares, subsidies, and network density tended towards lower efficiency. In contrast, higher average investment, the existence of a tram system, and the proportion of drivers within total employment increased efficiency. We expected a positive impact from existing integration systems but did not find a significant impact on efficiency. The results are quite robust for all methods applied. Non-parametric tests further revealed that the countries differed in all characteristics except for network density and the proportion of subsidies within costs
